"Colony of Abstainers" in Benton Co?

Here is a news item I found in The Washington (DC) Times, 25 MAY 1903, p. 9, with the headline quoted in the above title: "Colorado Springs, Col. May 25--Edgar Wallace CONABLE, who holds interesting records as a faster, has purchased 8,000 acres of timber and fruit land in the Ozark mountain region of Benton county, Ark., and will found a colony. Colonists will not be permitted to eat meat or to use alcohlic stimulants or tobacco."
Did he do it? Are there any of these clean-living, presumably long-living inhabitants around to talk about it?
