I'm assuming you have tried the various misspellings of the BAILEY surname. In WVA mid 1700's, try searching these counties for BAILEY: Bedford, Orange, and Mercer. Well, at any rate, that's where my BAILEY line was. Maybe yours was, too.
It looks like you have covered a lot of your own bases and I know it's a grueling search. But I've run out of ideas or suggestions. I'm sorry I can't help you more.
