If he was in the British Army then the National Archives at Kew may have something on William Baillie.

Also - I believe some records for Co Antrim (which includes Belfast) survived the fire in Dublin. Certainly the 1901 Census survives - and shows my Baillie ancestors, brothers, John and James, living with their families in Ballycastle and Carnaught in Co Antrim. The latter family had a son, William, DoB about 1883.
