Pam, In the National Park Service data base there is only one Joseph Gragg (I did not check alternate spellings) listed in the Union army. He was in Company F of the 4th Regiment, Tennessee Cavalry. There were a couple of Union soldiers from Michigan and Massachusetts that used the first initial J. and several in Confederate units that did the same. If you are fairly certain that he was in a Union unit, this could be your man. Ordering his records might confirm that.
