If your Andrew J. Richards is the one who is in Hawkins Co. TN in 1870 with wife Nancy and children Samuel and William then he cannot be the same person who died at Camp Chase.

This Andrew was in Co.C 8th TN CAV. from 4 May 1864 to 22 Jul 1865. His wife Nancy is listed in the 1890 Veterans and widows schedule in Lucas, Hawkins Co., TN. It says Andrew was wounded in the left leg and got consumption.

Nancy Richards filed for a widow's pension 22 Jun 1880. Application # 269605 Certificate # 227567

It seems that an imposter filed for an invalid pension 18 jul 1890 under Andrew J. Richards (alias) Andrew J. Clowers. Application # 819298. This was denied.

Getting these pension files might answer all of the questions that you have.
