Soldier Across State Lines

My ancestor, Thomas H.Scates/Skates lived in NC and served in Co. K 15th NC Inf. -
Later his wife applied for pension in SC and his name is Thomas R. -
How can I be sure that this was the same man? He did live right on the border line of the states mentioned but was it
normal to apply for pensions in a different state than the one the soldier served in?
