The site you have already been linked to has him in Nice. I don't read much French but it's not too difficult to learn enough to get by with the records: I recommend the Genealogical Word List as produced by the LDS (plus a basic French dictionary, online or otherwise, for anything this doesn't cover): http://www.familysearch.org/Eng/search/rg/guide/WLFrench.asp He's listed as 24 Xbre 1862 (24 Dec 1862), Honore Marcelin Barriere in the index tables. If you look at the originals for the 1862 births he's on page 372, birth record 1473 My (v. amateur) translation: 24 Dec 1862 at 5pm, the birth act of Honore Marcelin Barriere, born at Nice the 22nd, at four pm, the son of Prosper Barriere, born at Saint Jeannet, occupation menuisier (carpenter/joiner), aged 38, living in Nice, and of Catherine Arteau, born at 'la baude', occupation housewife, aged 34, living in Nice. The male infant presented and the declaration made by Prosper Barriere, father of the child, residence Nice, Rue du Collet (Number 3) The first witness Henri Corporandi, aged 25, occupation 'cafetier', resident Nice, the second witness Honore Cavasse, aged 45, occupation menuisier, residence Nice. Looking at the tables for Saint Jeannet, there is a marriage of 10 Feb 1850 for Prosper Christophe Barriere and Catherine Artaud. This marriage is on page 26 of the appropriate section: 10 Feb 1850, at 6pm Act of marriage of Prosper Christophe Barriere, aged 26, b. Saint Jeannet, the 17th May 1823, occupation menuisier, living Saint Jeannet, major (as in 'adult') son of the late Jean Louis Barriere, in his life profession propriétaire and resident Saint Jeannet, and of Marie Therese Otto, widow of the same profession, and resident in aforementioned place and of Catherine Artaud, aged 22, no profession, b. La Gaude/Taude? of the department Var, 25 August 1827, living Saint Jeannet, major daughter of the late Joseph Artraud, in his life a farmer of La Gaude, and the late Marie Enphonsy, in her life farmer's wife and resident in aforementioned place. (There are also witnesses with their ages and relationships to the bride and groom but I'll leave you to puzzle those out) Now you can look forward through Saint Jeannet records to find siblings (after 1850) for Marcelin, look backwards through Saint Jeannet records to find Prosper's birth, look to La Gaude to find the Artauds, etc. I suggest taking it slow, get used to the style of the records; it's actually much easier when you're working in Saint Jeannet and La Gaude, as the Nice records can be confusing (large place, several parishes etc). Check through the tables first and write down the dates that go with the births, marriages, and deaths you are looking for, then go through the actual records to get the information you need. When you get back before the 1800s there are no more indexes, so it's a matter of working backwards through the records. Having done this for Vendee I can tell you one thing: keep a list of the surnames that have cropped up so far and every time you run across one of them take a note of the date/place/name. Then the next time you're looking for the birth of a Jean Artaud around 1750, you might find you already spotted him while you were searching through the same part of the registers looking for siblings to one of your Barriere ancestors.
