You might want to contact the library, The bull street library has a genealogy & local history room, there number is 912-652-3697. They maybe able to locate the obit you are looking for and I think for a small charge they will mail or fax you the information they find.
For the death cerf. you need to contact the health dept.

I'm not sure about why there website is not loading. I do know they are doing alot of work on the building so that may have something to do with it.
