There is a 11 April 1844 marriage record in DeKalb Co., GA, for a "William Cessnan" and "Martha Robinson," most likely the couple you are referring to. "DeKalb" refers to the county, not to any town. Marriage records that far back didn't mention what particular towns the folks were from; most people in DeKalb Co. lived out on farms rather in towns anyhow.
