Effingham Co. Census 1790 or 1800

Does anyone know if there is a census for Effingham Co., GA for 1790 and 1800? I understand the census for 1790 was destroyed, but I've also read some locations have tried to rebuild the record from other existing records. If anyone has access to either 1790 or 1800 census for the county, please help.

I'm looking for any information on Eleazer Bell and Jesse Bell, possibly brothers, who apparently were in the county as early as 1791 and migrated to Mississippi in 1810.

I'm trying to prove existence of wife for Eleazer Bell prior to 1805 and trying to determine her name.

Eleazer had three sons, 1) Jesse Bell, 2) William Jarvis Bell and 3) Cornelius Bell. I think he had a first wife who was mother to first son and the other two sons were children of second wife, named Mary Causey.

If Eleazer Bell was a SCOT and followed the naming tradition, normally the first son is named after paternal grandfather and the second son is named after the maternal grandfather. That would make Eleazer's father be named Jesse Bell, (which is very possible) and the wife's father be William... There is a very good circumstantial evidence that Mary Causey's father was actually William Causey (1744-1828)

I understand a variation to the naming tradition is that the 1st son is named after mother's father and 2nd son is named after father's father.

That would make mother's father be named Jesse ______ ? (which is possible since first wife is mother)) and Eleazer's father be named William Bell. (That's also very possible).

But what about the circumstance where first wife died after the birth of first son and Eleazer remarries? 2nd son for Eleazer is actually 1st son for new wife, so, does the son get named for the new wife's father, or the 1st wife's father?

Since his second wife maiden name is Mary Causey, it soesn't appear that the 2nd son is named for her family.... unless her father was "William".

Now, suppose Eleazer Bell was IRISH.... is there a naming traditon ?

I'm really mixed up and I'll appreciate ANY help.
