Phillips' Ferry is located just west of the Ohoopee River. According to a land transaction for Mark LOTT in the 53rd District, Montgomery Co. (now Emanuel Co.) in 1790, Mark's land was adjacent to John PHILLIPS' land.
A lot of these families came from Edgefield Co., SC through Bullock Co. and west.
Hope this helps someone researching PHILLIPS. I am NOT a PHILLIPS researcher.
