This William couldn't be the father of Thomas. He was living in Montgomery Co., Ga at the time of the 1820 census. Also, the child that is about Thomas' age in William's household is John Gatlin Roberts, also born 1818 in Montgomery Co.
William didn't move to Irwin until about 1821, when he and his brother, Gray Stock Roberts, migrated together. Gray was in Ware Co., Ga by the 1830 census, so didn't stay too long in Irwin. However, William did stay in Irwin and died there. I hope that this helps.
