Not related to this family, but did look up a gedcom for your William Howard Skinner. The gedcom is on RootsWeb WorldConnect.
Could your Thomas A. Skinner be Thomas Hiram Abeth Skinner??
The gedcom lists this Thomas as being born on 1796 and the brother of your William Howard Skinner. There is no additional info on Thomas.
William Howard Skinner's parents are listed as Isaac Skinner and Jane Jackson.
William Howard's death place is listed as Quitman, Clarke Co., MS. If you haven't looked in Clarke Co, you could try to find his gravesite there.
