Start by interviewing the living family members. Your father's obituary identifies three living brothers and two sisters in 2007. Have you contacted all of them?
Do a search of the SSDI and look for Virginia's date of death:

then request her obituary through Raogk:
http://www.raogk.org/listing.htm
After receiving the obit contact the funeral home to obtain the addresses of the living relatives.
Use Zabasearch to find living relatives or to narrow down the possibilities:

You will find many other people searches by using google.
