I believe I can help you somewhat. As I do not have a birth record for Jesse Jolliff, I can from deduction assume the father for Jesse Jolliff is Josiah Jolliff, bn 19 Mar 1774, and mother Nibby Godfrey, bn Apr 22 1774. Guardian bonds show Jesse Jolliff living in Currituck Co, NC in the same time as Josiah Jolliff. No other Jolliffs are living there at this time. Jesse was born approx 1804 in NC. Josiah's brother William died bef 1792, so that leaves him out as the father. James Jolliff his other brother died bef 1800 also. Richard Jolliff, another brother, stayed in VA. and he only had two other sisters. So that pretty much narrows it down to Josiah. Jesse would have had 2 brothers that I can find so far, Richard and Joshua Godfrey Jolliff. Also he had a sister Frances "Fanny" who married a man with the surname Butt. Jesse did marry a woman named Jane. I have them listed in 1850 and 1860 in Gibson Co., TN. I have him in Currituck in 1830. I cannot find him in 1840. He was a Baptist Minister.
