My belief that these men were brothers is based on postings elsewhere on this forum, mainly by Gordon McGuffin and Jean Bryant. Apparently widowed Sarah Jane (McLeod? McGuffin was given permission to enter Canada with her youngest children from NY, where her husband James had died. The baby was Sarah Jane "Sally" who later married Caesar McLeod of London, Ontario. He and his older brother John, my direct ancestor, had come to Canada about 1819 from Tipperary, Ireland. Sally and Caesar named their first child James. Her obituary states that she was born in Antrim, Ireland.
