Richards-Gebaur AFB was in Belton, MO which is in Cass County. It closed in about 1973. There was a hospital, as I worked there, and I believe it did have an obstetrics department. I remember two of the physicians names, Dr. Kenneth Shireman, probably deceased as he was older then, and a Dr. Wayne Letizia. The only thing I know about Dr. Letizia was that he was in practice in Independence, MO several years ago. I don't remember where all the records were sent, but would guess some are in the National Personnel Records Administration in St. Louis.
