I don't think I'm going to be much help to you here. I have consulted a good contact of mine re: Pegg family and she has no Arvel Pegg in her file either. This leads me to think that Arvel and father Wesley might not be from the Daniel of Philadelphia line of Peggs from which my Peggs descend.
I don't know if you have access to the later census records, but my contact does and she gave me the following:
1910 Census for Dist.10, Warren Co., TN
Orville Pegg, 20, Md, 2? months, TN, TN, TN, labourer on farm
Florence, wife, 15, Md, TN, TN, TN,
1930 Census for McMinnville, Warren Co., TN:
Arvel Pegg, Head, 39 Md, at age 19, TN, TN, TN, labourer on RR
Florence, wife, 34, Md, at 14, TN, TN, TN
Hattie, dt., 19, TN, TN, TN, labourer at silk mill
Clara, dt., 17, TN, TN, TN, labourer at silk mill
Edward, son, 11, TN, TN, TN, labourer at boiling factory?
Alvin, son, 8, TN, TN, TN
Arvel Jr., son, 3, TN, TN, TN
Eugene, son, 0, TN, TN, TN
As you can see Arvel consistently lists his parents as born in TN in the 1910 & 1930 census. So, I'm not so sure about the Canada connection. Perhaps he just visited Canada for some reason. I wish I could be of more help.
