"Her father was Frederick Billings, but I am stuck on who his father was. This Frederick was born 21 APR 1865 in Whitehouse, OH."
Frederick should be living with his parents in the 1870 U.S. Federal Census and maybe in the 1880 census.
The 1905 Wisconsin STATE census has a good possibility for your Frederick Billings.

Perhaps someone has the time to keep working backwards in the censuses. It doesn't seem that the father and mother of Fredrick Billings were Swedish. They were listed as being born in Ohio in the 1900 U.S. Federal Census.
