I don't know if this was him, but it seems probable: The ANDERSON DAILY BULLETIN, published in Anderson, Indiana (in the Indianapolis area, and Ft. Benj. Harrison was in the same area) published a photo in its issue of Wed., April 16, 1958, p. 16, showing three men during an Army inspection of the 38th Infantry Division. One of the men (I'm not sure which one) is referred to as "Sp3 William Phipps." He's referred to as what looks like "guidon(?) bearer" of headquarters and headquarters company, 1st Battalion, 151st Infantry.
