I am seeking information about Carl L. Rasch/Raasch, b. May 8, 1866, in Schleswig-Holstein, Germany, d. February 2, 1961, in Helena, MT. He attended college in Iowa and Chicago, Illinois. He married May Manning in 1891 in Greene County, Iowa. From 1902-1908 he was the U.S. Attorney for the District of Montana. He served as a U.S. District Court Judge for the District of Montana during the years 1910-1911. From 1911-1961, he had a private law practice in Helena, Montana.

In 1905, as U.S. Attorney, he filed a water rights case on behalf of the residents of the Fort Belknap Indian Reservation. The case ultimately went to the Supreme Court where it was called Winters v. United States. It is one of the most famous and important water rights cases in the United States, spawning innumerable articles and books and court opinions, yet little seems to be known about Carl Rasch.

I am interested in any information about Carl Rasch, including ancestry, descendants, and any leads as to where his correspondence and other papers from his public service years might be located. There apparently is little available in the federal archives other than case files and some correspondence.
