Ruffin named on Hanover Confederate Monument

I an researching the names on the Hanover County Confederate Monument. This ediface was dedicated to those Confederate Veterans born in Hanover County, Virginia.
There is a "S. Ruffin" listed with Infantry, Other Commands. The individual named could have served in any Confederate infantry unit, not just those from Virginia and I cannot positively determine the proper individual.
Any assistance is greatly appreciated.
