Pre 1900 info needed on John Henry Meyer

Looking for information on my grandfather who was in the Spanish American War. In the 1900 census he is listed in Drum Barracks, Cuba as an artificer in Company H of the 10th Infantry.

I have all of the census data after 1920 on as he lived in Florissant, MO, was married there and gave birth to 3 children. He married Helena Keeven (nee Grote), widowed from Henry Keeven and had Marie, Anne, and Bernard. Children he adopted from the previous marriage are Alphonse, Lucille, and Henrietta.

I sent requests to NARA for more information on his military records and for benefits and received 'no such person' back. I'm not sure if I'm giving them too much information, but thought the benefit request should have yielded something as I know he received government checks at his home address.

So, I have information after 1900, but can't find him anywhere previous to that census record. Can anyone help me out?
