Are you just going by the photo to determine a military service record or do you have other family information. Was he alive and if so, where was he living in in 1930? This census asked a question "Veteran of the U.S. Military or Naval Forces". The head of household answered yes or no and if yes sometimes SPA, WWI was also filled in.

It is my understanding that a member of a state national guard/militia of the time was not considered a "Veteran" unless his unit was "nationalized" by the federal government for service during a war, thus making those able to claim being a "U.S. Forces Veteran".
