If he was in a state national guard unit that was not called up by the Federal Government to fight in the SpA War then no he would not be considered a "Veteran" nor would he be considered in the "U.S." ((Federal) Miltary service. If he did go to Cuba then he would have been a U.S. Military service Member, volunteer or not. Was the Williams family ever living in Coffee Co? Have you seen this website? http://www.tennessee.gov/tsla/history/military/saw.htm click on Pt.6 T-Z it has listed a Albert Williams serving in Company L, 2nd Infantry, TN Volunteer Unit. he was from Tullahoma, (Coffee Co) TN.
