There is a Jacob Asher buried in the San Francisco National Cemetery and is on Find A Grave:
Jacob Asher
Birth: unknown
Death: Dec. 16, 1928
Alameda County
California, USA

Inscription: Jacob Asher, California, Ships Cook, 1cl, US Navy 12/16/1928

Doing a Google search of "Henry W. Lawton Camp, No. 1, Department of California, United Spanish War Veterans"
shows it was located in Vallejo, CA
