need SEIBER / SEBER marriage look up 1859-60

My GG-grandpa Jordan S. SEIBER (SEBER) is reported to have 1st married on 23 Jan 1860 in Anderson Co TN ........
I'm thinking it was 1859 but not filed until 1860 ?

I recently found census records that makes it critical to prove the date and the exact name of his wife on their marriage record. Also if there is a record number, I want to send for a copy of the original so I can analyze it.
