In the will of Ambrose Harper dated 28 April 1813 he references wife Rebecca and children Sarah, Henrietta, and John Harper, all as alias Fennel. I conclude from it, though it needs corroboration, that Cullen Fennel was her first husband and that all the children were in fact born to her and Cullen Fennel.
Although the transcript of the will lists son John as John W. Harper, I haven't seen the original will and this may be a misreading of an H. for a W.
