RANSOM SCROGGINS RICE, who was born in Georgia, was living in Franklin Co., TN, in 1830. A record of Ransom's "Civic Duty" was found in the TN - Court Minutes 1832-34 (Franklin Co.) p-227: "Ordered by the court that RANSOM RICE be appointed overseer of the road of the second class from Sartons mill (near Sharps) to Solomon Holders in room & stead of Jacob Banks & to keep the same in good repair according to law and that he have the same hands who worked under former overseer."
Probate Record for Ransom's estate was found in the Franklin Co., TN, Settlement Book - Vol 2 1837-1843

Note: There is a direct connection with the Scroggin/Scroggins families and the Rice family of John and Nancy Rice. Benjamin Rice married Margaret Scroggin. Benjamin's brother Ransom's middle name is Scroggin. Benjamin Rice, Humphrey Jr., Barten/Barton, and Carter Scroggin, Margaret's brothers are all residence in Gallatin County Illinois in 1818. The Scroggin family left Virginia, passed through South Carolina, to Kentucky and ultimately to Gallatin County Illinois. The Rice family left Virginia, passed through North Carolina, Georgia, and then on to Tennessee ending in Illinois.
