1811 PETITION OF CITIZENS - GILES COUNTY, TN

According to the Petition of Citizens of Giles County, which was requesting a grant to form a new town on the lands of William Price near Richland Creek and Elk River, it did not go through. The land chosen after this first site for the town, was the land of JOHN CHILDRESS and JUSTIN KEARNEY on the ELK River.

Can someone familiar with Giles County early history, tell me more about the early history of Giles and this petition for the town? I also want to know if any of you have heard of JUSTIN KERNEY (sometimes Carney) and JOHN CHILDRESS?

I searched the 1812 Tax list and didn't find either of them, anyone know more? Thanks!
