I'm not familiar with Samuel L. Jacobs, but Jacob's hill is now called Beech River Hill. Going from Lexington to Reagan Tn on Main St (104 s) you will pass the Princess Theatre, the large Baptist church, and continue out of town. You will see the 2nd baptist church on the right. About a mile up the road, you will come to a water treatment plant. The hill/bridge/river in front of it is what you are looking for. I hope this helps.
