Hugh Duggan from Norstrom England

I am aware that Ruth O'Dell in "Over the Misty Blue Hills," states that the family of Hugh and Margaret Wilson Duggan came to East TN from Massachusetts, having originally lived in Norstrom England. I have two difficulties with this statement: 1. It is a very unusual immigration route for a Scots-Irish family the vast majority of whom entered in the PA/Del. or SC areas; and 2. Where is (or was) Norstrom England? I can find no other references to that location. I'm interested in hearing from anyone who might have information on either of these questions.
