From Sholes' Memphis Directory:

In 1881 A R Pope was on the Shelby County Court representing Cemetery Station in District 6. Frayser's Station was also in District 6. He also was a census taker for District 6 in 1880 and enumerated himself as Andrew R Pope. I can only find a map of Memphis with the districts.
