Was there a 1784-1787 census for Sullivan co

A researcher said that George Wray was listed in the 1784-1787 Sullivan co NC census but I can not find a Sullivan co NC listed. Could they have meant Sullivan co Tennessee.? I understand part of Tn was Nc at one time. Would anyone know about that? Thanks
