Chris,

The first Earl of Jersey was Edward Villiers.
He was suceeded by his son, William Villiers (1682? - 1721), as the second Earl.
Third Earl - William Villiers (d. 1769).
Fourth Earl - George Bussey Villiers.
It would seem that your document refers to the second or third earl.
Could you let me have the full contents of the document?
