I just visited the Belmont County board on GenForum and saw your posting of December 2004. I have records for Belmont and Washington County, OH and frequently do lookups if people are having trouble.
"Searching for parents of Presley Bartholow Riggs born 1872 in Belmont OH. I recall that he had a sister or cousin named Nette. My father addressed her as Aunt Nette. See census report showing Nettie Riggs b. Maryland moved to OH."
