Your problem may lie in the fact that Rusk Co was part of Chippewa Co until 1903 when Gates Co was formed. Gates Co became Rusk Co a year or two later. Look at the dates the information is from and it is likely that references to Chippewa Co (which is south of the present Rusk Co) came from 1903 and earlier. There is a township of Flambeau in Rusk Co., and the High School in Tony, WI is Flambeau HS. It seems to me that there may have been a locality named Flambeau at one time or another. A good place for information is the archives section of the State Historical Society in Madison. They have all the plat books and a listing of all the locals ever listed by the Post Office in WI. I have never heard of Inconnus.

I grew up in Ladysmith and still consider Rusk Co home, but have been in the military for many years. I also worked at the State Historical Society map archives and learned much there.
