Check for WW I Draft record to see if and where he registered

Check for immigration into US, and also Ireland Emigration for his move out of Ireland. Since he was born in Donegal he was a resident of the Irish Republic after 1924 not Ulster (UK territory)
Check for listing in 1910 US census as possible residence location. Also check for other family members in 1910 1920 1930 for their residences

If he does not show up in US VA National Burial Registry then he is buried in a local cemetery where the family may have lived or are living. You do not mention whether you know what unit he served with - that could help
