He must have lied about his age as I find him age 28 (born abt 1902) in 1930 census, (did claim Veteran WW)so he would have been 15-16 in 1917. He would not have a Draft Registration Card because he was too young. The first registration was on June 5th 1917, was for men ( citizen and non citizen resident) born between June 6th 1886 and June 5th 1896. The next one was required in June 1918, and he would have still been to young and he was already in the service and exempt from filing.
Anyway all Service records are stored at the NARA (http://www.archives.gov) read how to order them. Navy records were not stored there in 1973 when they had a fire and burned Army/Air Corp ones.
