So he died on his birthday, August 28th? Was he married to Elsie Davis? That Frank married to Elsie in 1930 census didn't answer Veterans question, others did.

I don't find a WWI Registration Card (if birth date correct)so he probably enlisted by time of first registration June 5th 1917.

WWI Army Service Records are stored at the NARA and only availabe to Veteran or next of kin. They had a fire in 1973 but about 20 % survived so you might get lucky.
