Yes, you may send an SF-180 but don't be hopeful for search success. You should also contact your State (not federal) office of VA. Keep in mind that during WW1 it was the State and not the Fed that sent men to war. All personnel records were maintained at that time by state govts. Not all states complied with the fed request to transmit copies of state lists, etc., to St. Louis MO.
