KIA, but buried in the states?!

I wonder if anyone might know, FOR A FACT, if the US government would have paid for a soldier's body to be brought back to the states for burial, during the Great War. I am researching a 2nd Great Uncle killed in St Mihiel in Oct 1918, What with many other soldiers buried there, why would he have been brought back to the states? it just doesn't compute to me.
Also, would anyone know of any Unit rosters for this time, for Ohio soldiers.
